Foreign Minister Nasser Bourita has reaffirmed Morocco’s commitment to protecting the identity and rights of Moroccans living abroad. Speaking at the Lower House, he stressed that the diaspora is a vital component of the Moroccan nation and must be supported through efficient administrative services and stronger institutional frameworks.
Royal Vision as Guiding Principle
Bourita highlighted that Moroccans abroad are held in high regard by King Mohammed VI, recalling the Royal Speech of November 6, 2024, which called for a renewed approach to diaspora affairs. He emphasized that the government’s work is based on the King’s clear instructions, aiming to move beyond ad hoc solutions toward lasting reforms.
Unlocking Economic Potential
Despite annual remittances exceeding MAD 117 billion, only about 10% is currently directed to investment. Bourita underlined that Morocco must better harness the skills and capital of its expatriate community, particularly businessmen and professionals, to strengthen national development and economic growth.
Institutional Restructuring
The minister noted ongoing efforts to restructure institutions dealing with Moroccans abroad, citing the establishment of the Mohammadia Foundation for Moroccans Residing Abroad as a key initiative. These reforms aim to create a more transparent, efficient, and welcoming framework for diaspora engagement.

Bourita concluded by calling for greater involvement of the diaspora in shaping Morocco’s laws and investment climate. “Moroccans of the world are capable of significantly contributing to the country’s development, provided that procedures are adapted to their specificities,” he said.
