A Clear Message from Rabat

In a message to the 82nd session of the Institute of International Law, King Mohammed VI reaffirmed Morocco’s commitment to a diplomacy rooted in international law and the principles of the UN Charter. “No viable order is possible without rules,” the Sovereign stressed, underscoring that Morocco’s foreign policy is guided by legality and structured cooperation.

Rabat as a Symbolic Venue

The King highlighted the importance of hosting the Institute in Morocco, describing Rabat as a natural forum for dialogue and diversity. The Institute, founded in 1873 and awarded the Nobel Peace Prize in 1904, has long been regarded as the “legal conscience of the world.” Its presence in Morocco reflects the country’s role as a bridge between regions and cultures.

International Law Under Pressure

The Sovereign warned that international law faces “violent headwinds” in an era of shifting alliances and systemic crises. From pandemics to sovereignty disputes, he said, global certainties are eroding, and the ability of institutions to regulate international relations is under strain.

Morocco’s Role in Renewal

By hosting this session, Morocco sought not only to provide a venue but also to inspire the renewal of international law. King Mohammed VI urged participants to go beyond analyzing the past and instead outline the foundations of a more resilient system capable of meeting future challenges.

The King closed his message with a call to strengthen the rule of law as a guiding principle of global cooperation. “International law must not be a disenchanted utopia,” he said, “but a lighthouse shining through mist.” With this, Morocco reaffirmed its ambition to act as a defender of legality and a reliable partner in international diplomacy.
